Capital Science and Technology Development Strategy Research Institute
The Capital Institute of Science and Technology Development Strategy (CISTDS) was established in August 2011 and was initiated by the Ministry of Science and Technology, the Chinese Academy of Sciences, the Chinese Academy of Engineering, and the Beijing Municipal People’s Government. The Beijing Municipal Science and Technology Commission and Beijing Normal University and the Beijing Academy of Science and Technology jointly constructed it as a new think tank based on the capital and serving the whole country.
Established in 1991, Haikou National High-tech Zone is the only high-tech zone at the national level in the province and the only one among the 11 key parks of Hainan Free Trade Port covering three leading industries of "tourism, modern services industry and high-tech industry". Over the past 30 years of development, a number of well-known international and domestic high-tech enterprises have settled in the zone. At present, it is home for more than 4,000 enterprises, including 155 high-tech enterprises, accounting for about 15% of the province; its pharmaceutical industry has also become the pillar industry of the province, ranking the33th in the national biomedical industrial parks.

30 July 2018, Beijing – The EU SME Centre signed a Memorandum of Understanding (MoU) with World Intelligent Incubation Network (WIIN) to strengthen cooperation in connecting EU China incubation networks and supporting SME and start-up innovation.The Centre and WIIN will be cooperating in a variety of areas such as joint research, information and knowledge sharing, and training activities. Both sides will leverage their resources to provide better services for European and Chinese start-ups and entrepreneurs in the innovation sector.

Haikou national high tech Zone Incubator operation and Management Co., Ltd. is a technology-based small and micro enterprise incubation service platform established by Haikou national high tech Zone Management Committee.
